Energy Performance in Buildings Directive
The European Union Energy Performance of Buildings Directive was published in the Official Journal on the 4th January 2003. The overall objective of the Directive is to:
“promote the improvement of energy performance of buildings within the Community taking into account outdoor climatic and local conditions, as well as indoor climate requirements and cost-effectiveness'
Each EU member state is required to transpose the Directive into law by the beginning of 2006 with a further three years being allowed for full implementation of specific articles.
The legislation is likely to incorporate minimum energy efficiency standards for new build and refurbishment of commercial buildings. It is also proposed that companies should provide an energy performance certificate whenever a building is constructed, sold or let out. Mandatory inspection of boilers and air conditioning may also be included.
